Governor's proposals. We might also ask for the

advice of the Board of Trade, as he suggests, though

I am doubtful whether there is any possibility of

considering Government Marine Surveyors generally for appointments to higher posts in the Board of Trade

itself.

? Send duplicate of the despatch and

enclosures to the Board of Trade, saying that the

Secretary of State considers that the Government

Marine Surveyors have some claim to a higher salary,

and he proposes to approve the Governor's proposals. Before doing so, however, he will be grateful for

the advice of the Board in the matter, in particular

in regard to paragraphs 7 and 9 of the despatch.
